India MSME Communication Programme(IMCP) is an integrated programme of empowering micro, small and medium enterprises(MSMEs) through effective transmission of their interests and concerns within the society through a strategy of active stake holders participation.

Development Communication

Knowledge creation, by itself, cannot help the Institute to achieve its social goals. ISED uses knowledge as a development communication tool. While the term, 'knowledge' is  largely abstract, it need to be brought down to a user-friendly plane. The users and potential users of ISED knowledge products and resources are varied: entrepreneurs, financial institutions, public promotional agencies, business consultants, media, researchers etc. It is , therefore, important that, such knowledge products and services are tailored broadly to the requirements of each of these social categories. Development Communication is a convergence programme area of the Institute. It takes place in the following major forms:

India MSME Communication Programme(IMCP)
This programme is meant to communicate the concerns of the  MSME constituency among all the related stakeholders, as also in the wider society. It is meant to sensitize the stakeholders, on  the one hand, and to inform and enlighten policy makers, and to act as a sign-post for future changes. The programme has broadly two components; 1) reporting on MSME development on an annual basis( India MSME Report series); and 2) taking such findings and insights into the field, both for their validation, and to collect feedback as an input for re-use(India MSME Darshan).

India MSME Communication Programme is a National Partnership programme, being implemented by the ISED Small Enterprise Observatory, jointly with government ministries/departments, financial institutions, public promotional agencies, chambers of commerce and industry and SME associations across India.This is a unique model of 'inclusive partnership', in which the partners extend their support, technical, financial, or both.

Regional Enterprise Development Audit(REDA)
This programme is meant to monitor the currents and developments relating to enterprise development at the sub national and regional levels. It includes, reporting at the state level, district level, and at the level of local self-governments. REDA is a programme being implemented by the ISED Centre for Monitoring Enterprise Development In the States (ISED-CMEDS),and works in co- operation with State Governments, District Administrations, and Local Self Governments.

Knowledge Broking
The Institute acts as an intermediary  that aims to develop relationships, among and between producers and users of knowledge, by providing linkages, knowledge sources, and in some cases, knowledge itself. It acts, to some extent, as a bridge between producers and users of research evidence. This, in turn,  acts as a means of facilitating collaboration to identify issues, solve problems , and promote evidence-informed decision making (EIDM).ISED plays a catalytic role in scanning and analysing evidence from multiple sources, into policy and practice decisions.

Publications
Publications form a significant component of the Institute's integrated communication programme. The spectrum of such publications include, high- level research documents, Policy Briefs and Discussion Papers that carry analysis of new and emerging issues, documentation of field level evidence-base, and popular literature, often in the regional languages.
