The operations of the Institute are organized and steered through seven Operations Teams:
Dr. J.M.I. Sait
Senior Fellow - Finance
Former Chief Technical Advisor and Country Director of United Nations Industrial Development Organization(UNIDO),Dr. Sait completed his studies in India and the United States. A Ph.D. in Economics from the University of Iowa, he was the brain behind several innovative industrial development projects with multilateral support, in China, Bangladesh, Kenya, and Tanzania. A Cost Accountant by training, 'Activity- based Costing' is a key area of his interest. Both at the ISED and elsewhere, Sait has piloted several internationally funded projects. At the ISED, he has co-chaired the 'ILO Project on Return Migrants', as also the USAID Multi-country Project on 'Renewable Energy Entrepreneurship'. SME Policy, Finance, and Entrepreneurship are his forte.
Dr. P.P. Pillai
Senior Fellow-Econometrics
Dr.P.P. Pillai, Senior Fellow at ISED, is an econometrician by training, Having Ph.D. in Economics, has had a long teaching and research career.Pillai was Lecturer at the Department of Economics, and Professor and Director of the Department of Economics, University of Calicut. An illustrious planner, Pillai has worked in several expert Committees of the State Planning Board,Kerala. He was also Vice Chairman of the District Planning Committee, Trissur. He has several publications to his credit.
Dr. K.M.George
Senior Fellow
K.M.George, former UN Advisor, is member of the Visiting Faculty of ISED. Dr. George is Consultant to various international organisations, including the UNDP and the Asian Development Bank. An expert in agriculture and rural studies, he has hands-on experience and expertise in research and evaluation tools relevant to an international setting. An economist by training, Dr.George completed his studies in the Universities of Bombay and Ranchi, and at the Sardar Patel University, Anand. Earlier, he has adorned positions as Economist at the National Dairy Development Board, Planning Economist at the Bank of Baroda, Chief Monitoring and Evaluation Advisor to the Government of Papua New Guinea, besides several short term consulting assignments within the country and abroad. Dr. George has written widely on rural development, rural credit, regional planning and organisation development
Dr. Animesh Halder
Senior Fellow-Urban Planning
An expert in International Trade, Animesh Halder is Senior Fellow at the Institute, specialising on, urban planning and enterprise development. He had 30 years long experience as a Senior Economist and Planner at the Calcutta Metropolitan Authority. Having his PhD. in Economics from the University of Wales, UK, Halder's research contribution to India's export development strategies was widely appreciated, within India and abroad. He was invited by the Planning Commission in the 1970s, as a Member of the team of experts shaping the country's export development strategy. Halder has, to his credit, several honours and awards, including the Mountbatten Award, and the British Council scholarship. He has given lectures in the University of Ohio, Ball State University, and University of Akron. He has also, to his credit, several books and papers in internationally referred journals.
Dr.P.Koshy
Associate Fellow
P.Koshy is an Economist, Koshy did his studies in Narsee Monjee Institute of Management Studies, Mumbai, and with the University of Mumbai. He is Ph.D. in Eurasian Studies from the University of Mumbai. A strong votary of the SME movement in India, his eclectic initiatives through various platforms have immensely contributed to visibility of the MSME constituency in the country. A prolific writer, Koshy has several publications to his credit. An expert and Consultant in brand management, he has different certifications to his credit: Certified CSR Professional(Institute of Company Secretaries of India); Digital Marketing Certified (Google Digital Garage) ; Digital Content Marketing Certification (Hub spot Academy); Google Ads Display (Certified Google Ads academy); Google Ads Fundamentals (Certified Google Ads academy); and Research Analyst Certification (SEBI Research Analysts).
Dr. K. Balachandra Kurup

Dr. K. Balachandra Kurup is a Development Sociologist and Specialist on Water, Sanitation and Hygiene . A Consultant to ISED , Dr. Kurup's substantive experience falls under , planning, coordination and management , advocacy and liaison , and monitoring and evolution . Having more than three decades of working experience , Dr. Kurup has worked in several advisory and consultative roles in South Asia , Middle East and North Africa , with the United Nations , governments and various international organizations . The thematic interests of Dr. Kurp's are , Advocacy , Capacity development , Governance, Monitoring and Evaluation , Policies and legislation, Rural WASH, Sanitation, Sanitation - Hygiene promotion, Sanitation - School Sanitation , Sanitation - Solid waste management, Sanitation - Storm drainage, Water and livelihoods, Water resources management .
Dr. M.K. Sukumaran Nair
Senior Fellow-Economics
M. K. Sukumaran Nair is an economist specializing on industry and regional development strategies. He has to his credit, a long teaching and research career, with the North- eastern Hill University and the Cochin University of Science and Technology(CUSAT).He is presently, Director, at the Centre for Budget Studies, CUSAT. He has written extensively on regional industrial development strategies, cluster development, value chains and employment. Dr. Nair has extensive experience in comparative development research in countries like, France, Canada, USA, West Indies, Botswana, USA and the Netherlands. Member of the Board of Governors at the ISED. He was appointed as Member of the Eleventh Pay Commission, constituted by the Government of Kerala, in November 2019.
Dr.Philip Kurian
Senior Fellow
Philip Kurian is a Polymer Scientist, having a significant track record in academics and industry. He completed his Graduate and Post- graduate studies in Polymer Science and Rubber Technology, at the Cochin University of Science and Technology(CUSAT), and the Indian Institute of Technology,Kharagpur, respectively. Having his Doctoral degree from CUSAT, Kurian has initiated several research programs in the discipline. He was also Controller of Examinations at the Cochin University.
Dr. P.M. Mathew
Senior Fellow
A Development Practitioner with over 40 years of experience in teaching, research, consulting and advisory work, P.M.Mathew specializes on private sector development, responsible business, innovation, employment and labour.He has had consultative and advisory roles with the Government of India, State governments, bilateral and multilateral organizations, and international consulting companies. With a Post Graduate background in International Economics, Political Science, Sociology, Mathew is a Ph.D. in Economics, with specialization in Development Economics. His recent work focuses on micro, small and medium enterprise development, industrial clusters, local economic development, entrepreneurship, social capital, and responsible business .Mathew has had advanced research and training exposure in the United Kingdom and the Netherlands, with focus on economic governance and innovation. Senior Fellow and Director at the Institute of Small Enterprises and Development, he is the architect of the ISED Small Enterprise Observatory, and the India MSME Communication Programme(IMCP).
Mathew is Senior Chevening Fellow of the Foreign and Commonwealth Office, U.K., and IDPAD Fellow at the University of Tilburg, The Netherlands. He was honored with the Oshikawa International Award ,by Asian Productivity Organization(APO),Tokyo, and as 'Global Leader in SME Promotion', by Institute of International Education, New York.Besides being Editor of the 'India MSME Report' series, Mathew has six books and several papers to his credit
Mr.K.J. Johnson
Consultant
K.J. Johnson, Management expert, and specialist in Marketing, is Consultant at the Institute. Having done Masters in Business Administration, he had an early stint at the KITCO Ltd, as a Consultant. Having hands-on experience in business development strategies, he was a key resource person in several projects of the ISED. Johnson was a Member of the Lead Team, of the Programme on Globalization and SMEs(PROG-SME) at the ISED
Mr. Ram Venuprasad
International Consultant
Ram Venuprasad is an economist by training and an expert in International Development. Ram was earlier Deputy Head of Office to the Commonwealth Secretary General, at the Commonwealth Secretariat, London. Ram did his early studies at the University of Madras, and subsequently completed his advanced studies in Business Administration at the University of Warwick, U.K. He has co-ordinated several International programmes in Entrepreneurship and SME development in various Commonwealth countries including India.ISED was an active partner of the Commonwealth-India SME Competitiveness Programme, under his leadership. Ram has played an active role in shaping the India MSME Communication Programme (IMCP) at the ISED
Mr. S. G. Raoot
Consultant
Former Joint Advisor, Planning Commission,S.G. Raoot has 25 years long experience relating to design and evaluation of MSME programmes and schemes at the national level. He has worked closely with ISED Director, Dr.P.M.Mathew, at the the Dr.S.P.Gupta Committee on Development of Small Enterprises, appointed by the Government of India, and several other ISED-planning Commission joint programmes.
Mr. A.V. Ramanathan
Consultant
Mr. A.V. Ramanathan, an economist by background, is Senior Consultant at the Institute, A specialist in industrial cluster development and export promotion, he was Export Development Adviser both at the Coir Board and the Coconut Development Board. Mr.Ramanathan played a key role in the development of the Tirupur Hosiery Cluster in Tamil Nadu. He had his early stint in career, as a journalist in India's leading financial daily, the Economic Times.

Adjunct Professor,University of Belgrano,Argentina,is a Columbia Graduate Professional Economist with extensive national and international experience in three main areas: private sector development promotion, investment and trade promotion, and solid waste management. He has worked as a consultant for international organizations, as a high-ranking public official, and in the private sector for multinational companies. Fluent in English, Spanish and French.
Y.K.Alagh
Former Minister of Power and for Planning & Programme Implementation with additional charge of the Ministry of Science & Technology, Yoginder K Alagh is a renowned economist. He did his M.Sc., and Ph.D. (Economics), University of Pennsylvania and M.Sc., University of Rajasthan. He is Chancellor, Central University of Gujarat; Professor Emeritus and Vice Chairman, Sardar Patel Institute of Economic and Social Research, Ahmadabad. His Research Areas of expertise are Quantitative modeling, policy analysis. Alagh is Fellow of World Innovation Foundation, UK and of the Indian Society of Agricultural Economics.

Dr. Madhura M. Chatrapathy is an entrepreneur-turned scholar and activist. She is founder and Chairman,Food,Bangalore, and is Director, Asian Centre for Entrepreneurship Initiatives(ASCENT).She was also Founder President ,Association of Women Entrepreneurs of Karnatake(AWAKE).Madhura has an industry experience spanning three decades, and almost the same track with the development sector, with special focus on entrepreneurship education and training. Madhura's contributions to women entrepreneurship development is well recognised and honored by international organizations, like ESCAP and the UNDP. She has several publications to her credit.

Paul Shrivastava is Chief Sustainability Officer and Director of the Sustainability Institute, at the Pennsylvania State University. In October 2018 he joined as a full member of the 'Club of Rome'. Previously, he was the Executive Director of 'Future Earth' an international sustainability research programme. He was also Distinguished Professor and Director of the David O'Brien Centre for Sustainable Enterprise at Concordia University, Canada. Paul founded the Organizations and Natural Environment Division of the Academy of Management, the world's largest academic professional association in Management studies. He is the author of Bhopal: Anatomy of a Crisis (1989), a book that launched the field of organizational Organizational Crisis Management.

University of Baroda and was Director, Institute of Economic Growth, New Delhi. He was Principal Adviser and Member Secretary, Planning Commission.. Param Shah is Director(UK), Federation of Indian Chambers of Commerce andn Industry(FICCI), and is based at London. A Ph.D. in Management, he has specialization in International Marketing & Corporate Laws, and IPR. He carries with him 15+ years of professional experience, initially as an academic, and subsequently, with the Gujarat Chamber of Commerce and Industry as Deputy Secretary General. In his previous role as the Head of FICCI Gujarat State Council in India, he was on the Central Regional Committee of the All India Council for Technical Education (AICTE), statutory body and a national-level council for technical education, under Department of Higher Education, Ministry of Human Resource Development. Mark Tully
William Mark Tully is an internationally renowned journalist and author. Former Bureau Chief of the BBC, at New Delhi, he worked with this media giant for a period of 30 years. There are several award and honors to his credit. Tully was made an Officer of the 'Order of the British Empire' in 1985, and was awarded India's civilian award, Padma Shree in 1992. He was knighted in the New Year Honors 2002, receiving a KBE. He was honored by the nation, with Padma Bhushan, in 2005. He was honored with BAFTA in 1985, for lifelong achievements. The veteran writer was conferred the coveted Red Ink Lifetime Achievement Award of the Mumbai Press Club. A prolific writer, Mark Tully's works cover a variety of subjects. .. David Deakins
Prof. David Deakins is an Honorary Researcher attached to the CEEDR, Middlesex University, U.K. David has over 30 years� experience of undertaking high quality qualitative and quantitative research with SMEs and entrepreneurs. He returned to the UK in May 2014 after a full time role at Massey University in New Zealand, holding a Chair in Small Business, and is the former Director of the New Zealand Centre for SME Research (NZSMERC). Whilst Director of NZSMERC, from 1 September 2009 to 31 January 2014, he was the Principal Investigator and led a number of research projects undertaken for the New Zealand Government on SMEs including regulation, internationalization and innovation. He also completed consultancy and research projects for the Asia Pacific Economic Cooperation (APEC) organization and for the OECD. His current research involvement are, Entrepreneurial Mentoring, and Innovation in the Agri-business sector.
Malcolm Harper
Professor Emeritus, Cranfield University, Malcolm Harper has been considered as a "small enterprise guru", offering practical solutions in the subject area, to several governments and international institutions. Such work is mainly in India, but includes visits to other countries from time to time. He was mentor of several Micro finance institutions and small finance banks in India. Malcolm has worked in an advisory role with SIDBI and NABARD. With his extensive exposure on India's SME policy and practice at the field level, he has coined the term," micro privatization", in the context of India's liberalization regime in the 1990s.
Meenu Tewari
Dr. Meenu Tewari is Associate Professor of Economic Development at the Department of City & Regional Planning, University of North Carolina, USA. She works on the political economy of economic and industrial development, poverty alleviation, small firms, and the urban informal economy from a comparative, institutional perspective. She teaches in the areas of economic development, historical and institutional analysis of development processes, and microeconomics. Her research focuses on comparative local economic development, and upgrading and adjustment in developed and developing countries. She has served as a consultant with the United Nations Industrial Development Organization, the World Bank, International Labor Organization, the Asian Development Bank, and the Inter-American Development Bank

Mr. Vijay Kalantri, a first- generation entrepreneur, is president of the All-India Association of Industries(AIAI),and Vice-Chairman, World Trade Centre, Mumbai. Mr. Kalantri is the pioneering spirit behind the Balaji Group of Industries, which owns businesses in the Textiles, Leasing Finance and Infrastructure sectors.

Hari Prasad Kanoria, is an eminent industrialist, banker, and educationist. He is pioneer of global companies like Srei Infrastructure Finance Ltd and Shristi Corp. Honorary Secretary General, Rajasthan Chamber of Commerce and Industry, Jaipur, Jain is an active business leader who has been instrumental in shaping the Chamber into its vibrancy.. Established in 1949, the Rajasthan Chamber of Commerce & Industry (RCCI) is one of the oldest business chambers in the country. Jain was honored with the Sawai Bhawani Singh Award 2018,in recognition of his life time achievements.

A brilliant banker by career, N. K. Thingalaya was Chairman of Syndicate Bank. As an authority on banking history , he has published seven books on subjects related to banking and challenges to this field in the context of globalization.
Thingalaya is a Ph.D. in Economics from University of Bombay. He joined the Syndicate Bank, one of the largest public sector banks in India as an Economic Advisor and rose to the position of Chairman and Managing Director. Post-retirement, he has been serving in the board of several leading companies

Ms. Uma Reddy is Managing Director, Hitech Magnetics & Electronics Pvt Ltd. A first- generation technocrat entrepreneur. Her company won the Performance Awards, as 'Best Supplier', from GE Medical Systems, South Asia in 2001, Kirloskar Best Supplier Award in 2005, ABB Safety award in 2007 & 2011. She has also won a National award for Women Entrepreneurs, 2001 & has received the Rajyotsava award in 2005 for her contribution to society. She was Member, Prime Minister’s Council for Micro, Small & Medium Enterprises, Government of India, and of the National Manufacturing Competitive Council. Suran , a Development Consultant, was Chief General Manager at the National Bank for Agriculture and Rural Development(NABRD).With a special interest in financial inclusion, microfinance, and livelihoods, he has handled several portfolios during his three-decades long tenure. TAMIL NADU SMALL AND TINY INDUSTRIES ASSOCIATION (TANSTIA)
TANSTIA is an active Regional Partner of ISED since 1995.Besides the ‘India MSME Communication Programme’(IMCP) of the Institute, through ‘India MSME Darshan’,the two organizations have taken forward several initiatives from time to time. This includes, the ZDH Partnership Programme,MSME Associations Development Programme(jointly with Durham Business School, UK),SDC National Programme on Industry Associations, and the Regional Enterprise Development Audit(REDA) Programme of ISED.

While Local Economic Development is a focal area of ISED programme, the Institute has actively collaborated with several programmes in the area with the City Corporation of Cochin. Some important initiatives to be mentioned are, the World Mayors Conference (2005), Urban Micro Enterprise Development Programme(1997), and the International Conference on Local Economic Development(2005).Local level Skill Mapping and Mainstreaming Gender under local economic development are joint initiatives of interest and collaboration between ISED & C-HED.
